The Presidency of Romania

Appointments, by office

Every office in which the President has a part, with its procedure: who proposes, who decides, who signs. The names are those in the decrees. An office Parliament fills on the President's proposal is not appointed by decree and appears with its procedure, without names.

The armed forces

  • Chief of the Defence Staff

The President appoints by decree, on another authority's proposal

The serving officer of the highest command rank in the army is appointed by the President, on the Minister of National Defence's proposal, with the Prime Minister's opinion, for 4 years. The law also allowed an extension of up to a year; the Constitutional Court held that unconstitutional (Decision 391/2019) and it stopped applying on 8 August 2019. Older decrees call the office “Chief of the General Staff”. The text read is that of Law 346/2006; the decrees of 2000 and 2004 predate it, and the law of their time is not read.

The intelligence services

The procedures follow the text of the Constitution (republished in 2003) and the laws indicated, as they appear on the legislative portal; an office appears here only once its procedure has been checked there. We have the names from decrees starting in 2014.
