Art. 1.Obiectul de reglementare

Obiectul prezentului cod este de a asigura cadrul normativ din domeniile amenajării teritoriului, urbanismului și construcțiilor care să permită atingerea următoarelor obiective generale:

a) satisfacerea nevoilor sociale, economice, de mobilitate, patrimoniale ale cetățenilor și de conservare a mediului;

b) utilizarea rațională a teritoriului și a resurse
