The state budget by ministry
How much each ministry, and each institution, got from a year's state budget, and what share of that year's whole budget that is. The amounts are those of the budget voted for the year, from the Ministry of Finance's open files.
How to read the figures
These are the budget credits approved for the year, that is the money that can be paid out in it, from every source: the state budget proper, external loans, non-reimbursable external funds and the institutions' own revenue. They are not actual spending and take no account of the revisions made during the year.
"Of the budget" is the ministry's amount divided by the sum of all institutions in the same year, which is the state budget's own total; "of GDP" is the same amount divided by the year's gross domestic product, so that you can compare years without the effect of inflation and economic growth. The state budget is not all that the state spends: pensions, health insurance and unemployment have separate budgets (the Labour Ministry shows only the transfer from the state budget to them), and counties and towns have their own. "Ministry of Finance – General actions" is the separate line where the budget puts interest, aid to local budgets and other general spending, so it does not add to the ministry proper.
The budget by year
The amounts in lei are those voted each year, not adjusted for inflation; the percentages can be compared across years. The red line is the year's inflation (the harmonised index of consumer prices, annual average, Eurostat), on the right-hand axis. Click a year to see all its institutions below. "State budget only" counts, in every year, only the state budget source (chapter 5001), the one amount that 2013 and the later years share; "All sources" adds, from 2014, the external credits and the non-reimbursable external funds.
The 2013 state budget
For 2013 we hold the state budget source only (chapter 5001): the Ministry of Finance's file leaves out the external credits and non-reimbursable external funds that the total from 2014 on adds. The total below is not comparable with the later years' totals; the state budget source is comparable, in the chart under "State budget only". The ministries are those of that year, which may differ from today's.
